If the bubble of curtailed capital spending bursts, the paper industry may experience financial impacts from competing with booming industries, like power, for construction labor.

Cutting Steam and Energy Use
In an effort to reduce costs, Pope & Talbot's Harmac pulp mill in Nanaimo, B.C., needed to cut steam use so that it could shut down two aging hog-fired power boilers. Several low cost projects raised black liquor solids and cut steam use in the bleach plant and pulp mill by 100,000 lb/hr, saving C$6 million annually.
